In the Name of God
Increasing development of the Islamic Republic of Iran in various fields of science, industry and technology along with the international community as envisaged in "Iran 2005 Vision Plan", has greatly won the attention of many observers in both inside and outside the country. Also, due to its specific fundamental role, national educational system in Iran has undergone significant improved adjustments to meet the various needs at social and governance levels.
Particular approach of national skill-based higher education system to the education of skilled specialized manpower, has a great share in these achievements. The emergence of "Skill and Technology Training System" as a complementary mechanism to the national skill-centered system, was in fact a response to the needs and demands of the labor market that the theoretical educational system failed to comply with adequately.
Some missions articulated in Article 21 of the 5th Five-Year Plan for Economic, Social and Cultural Development of the Islamic Republic of Iran, including the development of occupational competencies through increased knowledge and skills for real working environment, the adjustment of educational pyramid designed for workforce, the empowerment of national human capitals, shorten the gap between competency levels of national workforce and those of the global standards, and generation of new occupational opportunies for the youth, could well direct the government towards creation of the "Skill and Technology Training System" that follows two major objectives:
a) Training of and raising the efficiency and effectiveness of human resources needed for various sectors of industry, agriculture, arts, culture an services according to the professional standards, local and indigenous value-based culture, needs of the domestic market, and the demands of regional and international markets in accordance with the national employment system; and
b) Disseminating and institutionalizing the business culture based on aptitude, talent, knowledge, skill, technology, ability, expertise and entrepreneurship with emphasis on Islamic values and professional ethics.
Through its two well-defined subsystems, i.e. "Skill and Technology Higher Education" and "Technical-Vocational Training" this system has developed a very specific position since its inception.
In keeping with its mandate to realize the missions assigned in Article 21 of the 5th National Development Plan, the "Ministry of Cooperatives, Labor and Social Welfare" determined to create and develop scientific – applied training centers along with a special higher educational institute for scientific – based appliced skills named "Maharat Institute of Applied Sciences" (MIAS). As a result of a substantial agreement for establishment issued by Supereme Development Council of the "Minstry of Science, Research and Technology" in 2011, some parts of resources and sites of 70 training centers of Technical – Vocational Organization and those of 11 cooperative training centers in 31 provinces were allocated specifically for a new training – educational activity conducted and run by MIAS.
Currently some 22000 students are studying at the above – mentioned centers in 80 fields of skill (skill – learning program) at associate and bachelor levels. Of these students, some 80% are majoring in industrial fields, 13% in culture and arts, 5% in management and social services and 2% in agricultural fields.
It is hopefully expected that in a not-so-distant future the motto "every Iranian, one skill" is effectively realized.
